The Intergovernmental agreement was signed in New-Delhi by Head of Rosatom State Nuclear Energy Corporation Sergey Kirienko and the chairman of the Atomic Energy Commission of India Anil Kakodkar.
The parties agreed upon this document in February 2008 prior to the visit of Viktor Zubkov, the Chairman of the Government of the Russian Federation, to India. The possibility of signing the agreement emerged after Nuclear Suppliers Group lifted restrictions on supplies of nuclear materials and technologies to India in September 2008.
The agreement on construction new power units at Kudankulam NPP is an important step in developing Russian-Indian cooperation, a new stage of partnership of the two countries in the nuclear sphere.

Atomstroyexport is carrying out the construction of two power blocks of Kudankulam NPP in the state of Tamil Nadu, India. According to the of JSC Atomstroyexport’s obligations include: development of technical design and working documentation, field supervision of construction of buildings and structures of the NPP according to the volume of design, delivery of equipment and materials from Russia and third countries, technical support at assembly and commissioning of the NPP, training of operational and maintenance staff in Russia. The construction and assembly works are fulfilled by the Indian party.
