On October 16, 2009 Atomstroyexport Joint-Stock Company (ASE JSC) and Joint-Stock Company “Third Generating Company of Electric Power Wholesale Market” (OGK-3 JSC) signed the contract based on the EPC model for construction of Yuzhnouralsk GRES-2 power complex. The contract was signed by Vladimir Vasilievich Kolmogorov, the Director General of OGK-3 JSC, and Alexander Anatolievich Gluhov, the First Vice-president of Atomstroyexport Joint-Stock Company.
According to the customer’s technical solution Yuzhnouralsk GRES-2 power complex is a condensing combined-cycle power station (CCP-CPS) consisting of three power units of 1200 MW total capacity (3 units of 400 MW each) with auxiliary structures and communications. The offer of ASE JSC includes construction of three “single-shaft” power units with individual capacity of 415 MW on the basis of Siemens “Power Island” (GTU + STU + generator) and the three-circuit recovery boiler. Commissioning of the first unit of Yuzhnouralsk GRES-2 is scheduled in October 2012, the second and third units - if the customer confirms necessity of their construction - by December 2014. The transaction cost for construction of the first unit is about 17 billion Rubles.
“Atomstroyexport practically undertakes the obligations to execute the EPC Contract “on a turnkey” basis”, as informed by Alexander Gluhov, the First Vice-president of the company. “There is a department within the company staffed with the highly skilled experts in thermal power engineering. Besides, all Atomstroyexport potential will be involved in Yuzhnouralsk GRES-2 project both regarding engineering and deliveries, and civil-and-erection works. The status of the leading engineering company in nuclear construction abroad allows ASE JSC to use the accumulated potential for realization of the Russian power designs, including construction and modernization of thermal power generating projects”.
Reference:On March 25, 2009 Joint-Stock Company “Third Generating Company of Electric Power Wholesale Market” (OGK-3 JSC) published the tender invitation announcement, without preliminary qualification selection, for awarding a contract on “Construction of Yuzhnouralsk GRES-2 Power Complex based on the EPC Model”. Atomstroyexport JSC presented its bid (offer) for consideration by the Central Tender Commission of OGK-3 JSC investment and financial activity. The procedure of opening of envelopes with bids of participants of the tender, among which there were Russian and foreign companies, took place on May 25, 2009.
