Questionnaires from Belorussian companies – potential suppliers under the NPP construction project - are coming to JSC Atomstroyexport

Within the framework of the agreements achieved by the Ministry of Energy of the Republic of Belarus and JSC Atomstroyexport, a Company of State Corporation «Rosatom», JSC ASE has started to collect official enquiries of Belorussian enterprises and organizations – potential suppliers under the project of the first national NPP construction. On the website of the general contractor responsible for construction www.atomstroyexport.ru a special section dealing with the Belorussian nuclear power plant has appeared. There is the key information under the project in it, as well as the form of the supplier’s official enquiry, including the requirement to the enterprises and organizations, which have a desire to participate in deliveries of the equipment and rendering services in the course of the NPP construction.
Only during the first week of the website operation about 40 questionnaires from Belorussian companies had been recorded, which have been carefully examined and analyzed. The remarkable fact that there is a Quality Management System in all Belorussian enterprises-suppliers applying to JSC Atomstroyexport. The QMS is the coefficient of conformity of the company production activity with the international quality standards. Moreover, each fifth Belorussian supplier has the integrated Quality Management System, i. e. it conforms to two or more standards simultaneously. The highest potential of the Belorussian companies is a recipe for their competitiveness and successful implementation of the international project for the NPP construction.
According to the terms and conditions of the intergovernmental Agreement the supplier’s obligations are imposed on State Enterprise «Directorate of the Nuclear Power Plant Construction», the obligations of the General Contractor – on JSC ASE. The Customer and the General Contractor will jointly select suppliers on the basis of tender procedures. From the Russian side the tender procedures for selection of the suppliers will be held according to the schedule of nuclear power plant construction based on the Unified industrial procurement standard of State Corporation «Rosatom». The introduction of the Unified industrial standard has allowed “Rosatom”, one of the first from state corporations of Russia, to make a serious step for achieving transparency of the procurement activity arrangement, especially in the branch which was historically considered to be closed one. The Unified standard implemented in the State Corporation is the efficient instrument in economy of budget and other investment assets in the course of implementation of the plans for development of the atomic industry. This approach will allow to provide protection of interests of the Republic of Belarus. Thus, the efficient use of investment resources in the course of construction of the first national NPP, transparency of the procurement procedures, quality and safety of the project will be provided .

On the 28-th of November, 2008 the Government of the Republic of Belarus applied to the Government of the Russian Federation with the message, where it mentioned that Belorussian specialists are giving preference to the Russian NPP project and proposed to proceed to implementation of this project. On the 28-th of May, 2009 the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on cooperation in the sphere of use of atomic energy for peaceful purposes was signed in Minsk. On the 15-th of March, 2011 during the meeting of the Council of Ministers of the Union state in Minsk the Intergovernmental Agreement on cooperation in construction of the nuclear power plant in the territory of the Republic of Belarus was signed.
Two power units with the total power of 2400 (2 x 1200) MW will be constructed in the Republic of Belarus. Unit No. 1 of the plant is planned for commissioning in 2017, Unit No. 2 – in 2018. The responsibilities of the General Contractor are imposed on JSC Аtomstroyexport. It is stipulated that the Belorussian NPP will be constructed on the terms of full responsibility of the General Contractor. For construction of the first Belorussian NPP design “NPP-2006” of JSC “SPb Atomenergoproject” was selected. For siting of the plant Ostrovetsk site in the Grodnensk region was selected. The design of the Belorussian NPP complies with the international norms and IAEA recommendations, it differs due to its advanced safety performance and technical and economic parameters. The high level of protection provided by using of separate channels of active and passive safety systems are the main advantages of the Russian design.
