In Bulgaria JSC «Atomstroyexport» has held a seminar on arrangement of construction works on the NPP “Belene” construction site

The seminar on arrangement of construction works on the NPP “Belene” construction site was held in the NPP “Belene” Information Centre (the Republic of Bulgaria). JSC “Atomstroyexport” (JSC ASE), Company of State Corporation “Rosatom” were the initiators of this seminar. The representatives of JSC ASE, AREVA NP GmbH, JSC “Institute “Orgenergostroy”, JSC “Atomenergoproject”, as well as more than 20 Bulgarian construction organizations, including “Glavbolgarstroy” AD, OOD “Atomenergomontazh”, AD “Balkanstroy”, AD “Galchev Holding”, CD “Mistral”, AD “Enemona”, “Hydroremont IG”, AD “Energoremont Holding”, have participated in the seminar.
The seminar was opened by Gennady Tepkyan, Vice-President – Head of the Division for NPP construction in Bulgaria, who emphasized the priority significance of the Russian-Bulgarian cooperation in the development of the Russian energy. The NPP “Belene” construction will allow to maintain energy independence of Bulgaria and provide the industrial and economic growth of the country. The plant site has been prepared, there is the entire required infrastructure there, at present time the preparatory works for starting full-scale construction are in progress.
The preliminary design for NPP “Belene” construction, in opinion of many independent international experts, has high degree of readiness which currently not a single project in the world has, - mentioned Gennady Tepkyan in his speech. The unique technical solutions can be found in the NPP “Belene” Russian project: it takes into account high-seismicity zone, technologies of active and passive safety are joined. The reactor building of the plant is able to withstand the crash of a large commercial aircraft with the weight of 400 tons, that can be associated with the weight of «Boeing -747». The design evaluation of this parameter has been made by specialized German Company “Wolfel”, and a positive opinion has been issued.
As Gennady Tepkyan informed, currently eleven supplements to the Agreement dt. 29.11.2006 on NPP “Belene” construction between NEK, Bulgaria and JSC ASE have been signed, the validity period of Supplement No. 11 will expire on the 31-rst of March, 2011. At present moment signing of Supplement No. 12 on performance of the scope of works in the period from 2011 to 2014 is anticipated. In the process of signing of the required contract documents JSC “Atomstroyexport” is ready, even this year, to proceed to the stage of NPP active construction. From the date of the first concrete pouring it should take 59 months for construction of the first NPP “Belene” power unit, the second unit will be commissioned in 12 months thereafter.
Mr. Valeriy Ryabenko, Deputy Head of the Division for NPP construction in Bulgaria, delivered report “Organization of NPP “Belene” Construction”. In implementing the project JSC ASE is paying great attention to localization of the supplies of the equipment, works and services. Thus, in the process of NPP “Belene” construction 30% of orders will be placed with the Bulgarian enterprises, for this purpose in 2010 JSC “Atomstroyexport” has carried out great work on conclusion of contracts with the Bulgarian contractor organizations. As it was reported by Valeriy Ryabenko, at the peak of NPP “Belene” construction about 10 thousand persons will be working on the site.
The implementation of the project is being carried out with involvement of the leading European companies, such as “Аreva”, “Siemens”, “Nukem Technologies” and “GNS”. In particular, the representatives of “Аreva NP GmbH” Company have reported about special features in the NPP construction using the large-size unit method. There were also reports of the representatives of Bulgarian organizations. Generally the participants of the seminar have stated that in the course of implementation of the project on NPP “Belene” construction the fruitful international cooperation has been established, which will allow to provide the construction with high technological, safe and cost effective NPP of new generation.

In 2005 the tender for NPP “Belene” construction was issued, JSC “Atomstroyexport” was its successful bidder. On the 29-th of November, 2006 an Agreement on NPP “Belene” construction between NEK EAD and JSC ASE was signed. In 2007 the Russian project was recognized as corresponding to all EUR technical requirements to NPP with light water reactors of new generation. In January, 18, 2008 the Contract Agreement on NPP “Belene” construction was signed. In January, 2010 NEK EAD, having considered positive opinions of independent Bulgarian and international expert organizations, approved the NPP “Belene” preliminary design.
On the 30-th of November, 2010 the Memorandum of principles of establishment of Energy Company “Belene” was signed in Sofia between State Corporation “Rosatom” and NEK EAD. The above design company will be the NEK successor for further implementation of the project and the NPP “Belene” proprietor. The original shareholders of the design company will be “Rosatom” participating with its subsidiary companies, NEK EAD and European investors that can be involved by either party of the Memorandum. Between State Corporation “Rosatom”, NEK EAD and potential share investors of the design company – “Fortum” Company (Finland), and Company “Altran Technologies” (France) the Memorandums of cooperation in construction and operation of Nuclear Power Plant “Belene” were also signed.
