Kudankulam NPP: summary of the visit of the Russian team headed by Valery Limarenko, director of NIAEP and holding company ASE

On 18-19th April, 2012, a team of Russian specialists and managers in charge of the plant construction project, headed by Valery Limarenko, director of NIAEP and holding company ASE, visited Kudankulam NPP (India, Tamil Nadu State). The Russian delegation included managers of JSC Atomenergoproekt, OKB Gidropress, Kurchatovsky Research Institute and VNIIAES.The visit followed the invitation of Dr. J.K. Jain, CMD of NPCIL, after access to the plant site had been recovered, and aimed at analyzing the preparedness of Kudankulam power units 1 and 2 and at discussing the major milestones for the plant 3&4 construction site. During the visit the specialists and managers of the Kudankulam atomic power project had a joint walkdown of the first power unit site. Following the walkdown a technical meeting was held where some trouble spots of the project were discussed. Concrete measures have been planned for all the questions raised. “We feel satisfied that the situation has been resolved and the Russian staff has re-gained access to the site. Now we need to increase the number of Indian erection workers to re-gain the rate of works prior to the strike, - Valery Limarenko summed up. – It has been decided to hold monthly a videoconference with participation of the top managers of the companies in order to ensure continuous monitoring of the works progress. I would like to emphasize that the first power unit is planned to be put into operation in 2012”.During the visit the status of Kudankulam NPP 3&4 project and its major milestones have been discussed. After consultations held, a joint action plan has been approved concerning preparation for Kudankulam NPP 3&4 construction project launch.

In September 2011 hot run of Kudankulam NPP-1 Nuclear Steam Supply System was completed under technical support of JSC Atomstroyexport. Construction of the first unit is almost done. Its physical criticality program was scheduled on December 2011. However, the schedule was disrupted: because of internal political events the population denied the staff an access to the plant site since 13th October 2011. On 19th March 2012 at the meeting of the cabinet of Tamil Nadu state, chaired by J. Jayalalithaa, it was decided to resolve the Kudankulam NPP problem situation and to resume works on the site. In her statement J. Jayalalithaa said that the government has taken decision to commission the nuclear plant after deep analysis of Kudankulam NPP safety reports from different commissions and after verifying that there was no threat for the population. The Russian staff resumed work on the site on 20th March 2012.

The merged company JSC NIAEP – JSC Atomstroyexport (ASE) was established in March 2012 by the resolution of the State atomic energy corporation Rosatom. Thus, NIAEP has become a holding company JSC ASE.
