16.05.2012
This was announced at the regular meeting of the construction control panel, by Vladimir Belov, first technical deputy director in NIAEP who is in charge of the Baltic construction project. “The increase in manpower on the construction site will allow launching full-scale construction and erection works while with a contract signed the prime contractor will be able to enhance supervision over the works performed by the subcontractors”. At present over 10 subcontractors are working on the Baltic power unit 1 construction site. The bearing foundation of the reactor compartment is being concreted. The tower cranes delivery and erection schedule has been approved to prepare the site mechanization scheme. One of the Rosatom Production System programs, namely the occupational safety management system, has been launched on the site. Specialists in the occupational safety are being recruited in the subcontracting organizations. Safety briefings are held daily before works start, a safety violation record system has been introduced, occupational safety engineers stay on duty at works on the site. Results are wrapped up daily. To date specialists of four organizations received: 3 notices (a record is drawn up indicating the deadline for fixing the violation), 4 yellow cards (a note of warning indicating the post and name of the worker who has committed the violation. The punishment also implies confiscation of the pass to the construction site.)“The occupational safety measures applied by the prime contractor have proved to be the safety guarantee as no accident has been reported on the site since November 2011,’ reported Vyacheslav Makhonin, construction site manager, first deputy director, director of the Baltic branch in JSC NIAEP. “This fact speaks louder than words that our actions are right.”We would like to remind you that the Baltic NPP Project (Sovetsk, Kaliningrad Region) is stipulated in the Cooperation Agreement between the State Corporation “Rosatom” and the government of the Kaliningrad Region, as well as in Declaration of intent on Baltic NPP investment project authorized by Rosatom and approved by the Duma of the Kaliningrad Region. On 25th September, 2009, Putin, Chairman of the RF Government, signed the Directive on construction of Baltic NPP two power units (total power 2300 MW) in the Kaliningrad Region. Sergey Ivanov, the Vice Prime Minister, and Sergey Kirienko, Head of Rosatom, took part in the official ground breaking ceremony on 25th February 2010. It was the kickoff for pre-construction works. In 2011 a Rostechnadzor license for construction of the plant was obtained. JSC NIAEP is the prime contractor. The group company Rosenergoatom is the construction owner.
