On October 23, 2013 Sergey Obozov, Director of the SC Rosatom production system development (RPS), visited the Rostov NPP site.
During the visit, Mr. Obozov inspected the Units start up complex facilities where RPS projects are being implemented. Special attention was paid to the issue of production control organization. As a solution to the issue a system of linear control of contracting organizations is being developed.
For today, control and interaction with contracting organizations is one of the paramount tasks set before the Rosatom engineering division.
“Unlike factories, construction is a living being”. People work for decades on factories. All knowledge communicated to them remains on factory. Just the opposite happens regarding construction organizations . We train people and later they quit, or our approaches to construction seem foreign to contractors, caviar to the general, to say so. We have to start the work anew with new people and organizations. That is the system of linear control is designated for, it enables quality execution of works in due time, regardless of human factor (change of personnel or top management),- said Obozov commenting on the need of the new project adaption. –the Rostov NPP site seems attractive for that as connection to the grid of Unit 3 has been shifted to earlier terms. We will work to deal with the tasks set before the industry by the Russian Government, i.e. cut construction terms of nuclear facilities from 5 to 4 years and thereby bring down their cost price».
RoSEM and SMU №1, JSC NIAEP-JSC ASE offsprings, were selected to be pilot sites where methods of the linear control system will be tested. To the mind of Mr. Obozov, belonging to the state corporation and working experience in nuclear facilities construction enable best interaction among contracting organizations and general contractor. Further step there will be adaption and implementation of this project by all contracting organizations engaged in Units construction. At first on the Rostov NPP and later on all the rest sites of SC Rosatom».
