JSC NIAEP and JSC ASE signed a technical design development contract with Bangladesh Atomic Energy Commission

The second contract of the preparatory period – for development of the Rooppur NPP technical design – was signed on 2 nd October, the inauguration day of the Rooppur NPP construction site.
On behalf of the Russian party the contract was signed by Valery Limarenko, president of JSC NIAEP, managing body of JSC Atomstroyexport (JSC ASE), and on behalf of the People's Republic of Bangladesh – by Abu Sayed Mohammed Firoz, chairman of the Bangladesh Atomic Energy Commission.
“Today we have signed a NPP design contract. During two years we need to develop a base design that will contain the basic technical documentation. As a result, a necessary base to obtain the plant construction license will be developed”, said Valery Limarenko.
The third contract of the preparatory period is planned to be signed in November – related to first-priority construction and erection.
After signing the contract an official inauguration ceremony was held at the Rooppur NPP construction site. The attendees of the ceremony included representatives of the government, the parliament and the scientific community of Bangladesh headed by Prime Minister Sheikh Hasina and also IAEA representatives. The Russian delegation headed by Director General of the State Corporation Rosatom Sergey Kirienko consisted of representatives of the State Corporation Rosatom and leaders of the merged company NIAEP-ASE headed by Valery Limarenko, president.
Prime Minister of Bangladesh Sheikh Hasina laid the first stone in the foundation of the plant and announced the commencement of works.
In her speech Sheikh Hasina noted that “Construction of a nuclear power plant in Rooppur was planned away back in the sixties before the independence of our Republic. It's a long-standing dream of the people of Bangladesh.
Our government acknowledges that energy is a key factor in social and economic development of the country. Reliable power supply is an important pre-condition to attract investments both domestic and foreign. Our target is to provide electric power to all the citizens and economic sectors. We have adopted a strategic plan according to which the generating capacities are to reach 20 000 MW by 2021, and atomic energy share in the Republic is to amount to 10 %. We consider Russia as a strategic partner in achieving this goal.
The Russian president assured me that the leading-edge safe nuclear technologies will be provided for Rooppur NPP which will operate in an efficient and reliable way under any climatic conditions.
We want to turn Bangladesh into a country of decent income level. I am certain that our dreams will come true. With these words I would like to inaugurate the first stage of Rooppur plant construction.
At the official ceremony Sergey Kirienko, director general of the State Corporation Rosatom, emphasized, “We support the decision of the government of Bangladesh to develop atomic energy and we are proud of the trust given to us. We will ensure construction of the latest and the safest NPP which will comply with all the international safety standards and also with the post-Fukushima enhanced safety requirements. Russian projects of today have capacity of 1000 – 1200 MW (e), are equipped with active and passive safety systems including such as melted core catch and owing to a combination of these factors they belong to the latest reactor technology generation 3+.
Today we are building 9 power units in Russia and 19 abroad. We will provide all our experience to Bangladesh.
NPP construction means creation of many thousand jobs here and in related areas. It is development of innovations and education.
We are sure that Rooppur NPP will make an essential contribution into economic development of the Republic of Bangladesh”.
The third foreign Information atomic energy centre was opened the day before, on the 1 st of October.
The attendees of the official center opening ceremony included Minister of Science and Technology of the People's Republic of Bangladesh Yafesh Osman, Ambassador of Republic of Bangladesh in Russia Seyful Khok, Ambassador of Russia in the People's Republic of Bangladesh Alexander Nickolaev, director of the Communications Department of the State Corporation Rosatom Sergey Novikov and president of NIAEP-ASE Valery Limarenko.
Valery Limarenko, president of JSC NIAEP, said that the Russian party understands clearly that it is necessary to carry out informational work among the population of the Republic and is ready to share its experience of interaction with the public taking into account that NIAEP –ASE comes to Bangladesh with immense experience and the latest unique solutions. The employees of the new information center will enlighten the guests on nuclear power issues, will develop a positive image of the nuclear industry, will promote the Russian nuclear technologies and propaganda of the Russian nuclear education. The target audience of the Centre will include pupils, students, teachers of colleges and universities, representatives of authorities and public organizations and media agents.

Cooperation with the People's Republic of Bangladesh is based on the cooperation Agreement on peaceful nuclear power application signed by the Government of Russian Federation and the Government of the People's Republic of Bangladesh on the 21 st May 2010.
On the 2 nd November 2011 Russia and Bangladesh signed an intergovernmental agreement on cooperation in NPP construction on the territory of Bangladesh.
On 15 th January, 2013, as a part of the visit of Sheikh Hasina, Prime Minister of the People's Republic of Bangladesh, to Russia an agreement was signed to grant credit for the preparatory period of Rooppur plant construction.
On 27 th June, 2013, NIAEP-ASE and the Bangladesh Atomic Energy Commission signed a contract for development of documents related to feasibility evaluation and environmental impact assessment of the Rooppur NPP site (the People's Republic of Bangladesh). In the contract signed provisions are also made for necessary surveys and ecological studies for the first nuclear plant construction project in Bangladesh. Mr. Valery Limarenko, NIAEP-ASE president, and Mr. A.S.M. Firoz, Chairman of Bangladesh Atomic Energy Commission, signed the contract.
The Rooppur construction site is located on the eastern bank of the river Gang (known in Bangladesh as Padma river) in a small town Rooppur in the country's Pabna's district about 160 km north-west of the Bangladesh capital Dhaka.
