A ceremony of official opening of the construction site of Kaliningrad Cogeneration Plant-2 with total power capacity 450MW took place on September 24th, 2008.

The construction project of the 2nd power unit of Cogeneration Plant-2 will be implemented by the consortium consisting of JSC VO Technopromexport and JSC Atomstroyexport.
The official ceremony was participated by the Governor of Kaliningrad Region Georgy Boos, General Director of JSC VO Technopromexport Sergey Molozhavy, Director of Power Engineering and Industrial Construction Department of JSC Atomstroyexport S. Kozlov, Chairman of the Board of JSC Gazprom Alexey Miller, Chairman of the Board of JSC Inter RAO EES Evgeny Dod and others.

In May 2008 it was announced about holding a single-stage contest on the right to conclude the Agreement on extension of Kaliningrad Cogeneration Plant-2 in the volume of the second starting complex of PGU-450 power unit.
As per results of the contest, in accordance to the decision of the contest commission (Protocol № 6 as of 10.09.2008) Consortium JSC VO Technopromexport – JSC Atomstroyexport was determined as a winner due to most preferable technical-commercial offer.
Power unit PGU-450, which involves two gas turbines with 160 MW capacity, two waste heat boilers and cogeneration turbine of 150 MW capacity, designated for generation of heat and electric energy, will be commissioned under construction of the II phase of Kaliningrad Cogeneration Plant-2.
All proposed equipment is serial, has references and positive reports of operating organizations. The similar variant of power unit layout was used under construction of the first power unit of Kaliningrad Cogeneration Plant-2, North-Western Cogeneration Plant, Moscow Cogeneration Plant-21 and Moscow Cogeneration Plant-27.
Initially the project of extension of Kaliningrad Cogeneration Plant-2 due to construction of two units 450 MW each was directed on securing power safety of Kaliningrad Region. Electric energy received by the Region from Ignalinskaya NPP (Lithuania), puts “the western advanced post” in a vulnerable position. It was decided to eliminate the deficit of electric power in the Region by construction of two state-of-the-art PGU-450 power units.
