Legal and contract base for construction of Khmelnitskaya NPP Units 3 & 4 is under preparation

Russian – Ukrainian negotiations on the issues related to the project of construction of Khmelnitskaya NPP Units 3 and 4 (Ukraine) took place in Moscow on the 28th of August. The Russian Party was headed by Mr. Alexander Glukhov, First Vice-President of Atomstroyexport JSC, the Ukrainian Party – by Mr. Vladimir Bronnikov, Director General of Atomprojectengineering, a separate division of the state enterprise National Nuclear Energy Generating Company Energoatom.
The negotiations were dedicated to preparation of the draft Agreement on cooperation in construction of Khmelnitskaya NPP Units 3 and 4 between the Government of the Russian Federation and Cabinet of Ministers of Ukraine and associated contractual documents. The authorities and responsibilities of the Parties at various stages of power unit design, construction and commissioning have been discussed as well within the framework of the negotiations. The Russian Party views as optimal the variant of full responsibility of Atomstroyexport JSC for implementation of the whole complex of activities on construction of Khmelnitskaya NPP Units 3 and 4 under the general contractor conditions and the right to engage independently the subcontractors and sub-suppliers for this project.
Atomstroyexport JSC confirmed readiness to continue the negotiations and to provide the Ukrainian Party with any additional clarifications regarding the project. The Parties agreed to prepare the text of draft Intergovernmental Agreement by the end of September and to proceed to its interdepartmental approval at the beginning of October both in Russia and in Ukraine.
Reference:The international tender for selecting the type of the reactor plant for construction of Khmelnitskaya NPP Units 3 and 4 was announced by Ukraine in March 2008. American company Westinghouse which withdrew its proposal a short time later, Russian Joint – Stock Company Atomstroyexport and Korea Electric Power Corporation (South Korea) participated in the tender. On October 13, 2008 the Russian design of the reactor plant proposed by Atomstroyexport JSC got approval at the collegium of Ministry of Fuel and Energy of Ukraine.
