On the 9-th of February, 2011 there was signing of the Contract Agreement on Units 3 & 4 construction in Khmelnitskaya NPP between SE NNEGC “Energoatom” and JSC “Atomstroyexport”, a company of State Corporation “Rosatom”, in Kiev. The Contract Agreement has been signed by President of SE NNEGC “Energoatom”, Jury Nedashkovskiy, and JSC “Atomstroyexport” First Vice-President, Alexander Dybov.
The Contract is a framework document and stipulates signing of the following contracts within the scope of JSC “Atomstroyexport” obligations: for development of the technical design of WWER-1000, W-392 project reactor plants (RP); for manufacturing and delivery of separate units for the RP equipment with a prolonged manufacturing cycle; for manufacturing, delivery, design supervision and contract supervision of the RP equipment; for rendering services in start-up and commissioning, commissioning of the RC and RP equipment and design supervision within the warranty period; for manufacturing and delivery of the equipment and materials to be produced in the RF territory, as well as for rendering the corresponding works and services associated with these deliveries required for power Units 3 & 4 KhNPP construction.
The present Contract is concluded in pursuance of the Agreement between the Government of the Russian Federation and Cabinet Council of Ukraine on cooperation in Units 3 & 4 Khmelnitskaya NPP construction, signed on the 9-th of June, 2010 in Kiev.
Customer - SE NNEGC «Energoatom» and Contractor – JSC «Atomstroyexport” have set up a joint working group that provided preparation and approval of the Contract Agreement.
The next step in implementation of the construction project for the Khmelnitskaya NPP second stage is signing the contract for development of the technical design of reactor plants. The work on preparation of the draft contract from the side of JSC “Atomstroyexport” is already in progress.

The energy strategy of the Ukraine for the period up to Year 2030 stipulates construction of 11 new NPP power units. In the nearest prospect it is planned to perform construction of the second stage (the third and fourth units) of Khmelnitskaya NPP, commissioning of which in accordance with the Energy Strategy of the Ukraine is planned up to the end of 2016 . By Regulation No. 118 dt. 18.02.2009 the Cabinet Council of Ukraine has agreed to the suggestion of the Ministry of Fuel and Energy of the Ukraine that the technical parameters of reactor plant W-392 shall be applied for the TEO development of the project for Units 3 & 4 Khmelnitskaya NPP construction.
