On 1 st , August 2012 the control panel in charge for Baltic NPP Unit1&2 construction (Neman Area, Kaliningrad Region) met.
Chaired by Valery Limarenko , Director of JSC NIAEP -JSC Atomstroyexport , the following representatives participated in the meeting: JSC“Concern Rosenergoatom” (Customer), JSC NIAEP (General Contractor), JSC SPbAEP (General Designer) and contracting organizations.
Before the meeting started the participants viewed the construction site and discussed the work progress on the facilities under construction. Currently 20 main buildings facilities and 26 temporary title facilities are under construction. As per the construction schedule the work is being executed by 6 earlier and 10 newly conscripted organizations. In July, at Unit 1 grouting of the foundation plate of the reactor building at elevation o f - 8,850 was carried out.
1000 people are working at the site , and the amount increased by 200 in July.
Vyacheslav Makhonin, First Deputy Director- Director of the Baltic branch of JSC NIAEP reported on the construction works progress of BNPP Unit 1&2. «To meet the schedule for the current year on construction and mounting work amounts it is necessary to start up works at 5 facilities and issue missing documentation into production, and also increase the manpower at the site. As per the schedule 1300 people should work at Unit 1 in August, at Unit 2 – about 130 people».
It is planned to increase the manpower up to 2500 people by the end of the year. Implementation of one of the programs of Production System of Rosatom (PSR) - labour safety management system – is under way at the site. There were no incidents on the Baltic NPP construction facilities during the month . 4 meetings of the control panel in charge for the safe work execution at the site were held ; one “ red card” (an order document issued on an employee, that committed violation; withdrawal of the ID card – the site access permit is provided as well) and 7 “yellow cards” (notice) were given. The main violations are nonobservance of fire-prevention regulations, violation of safety requirements while using electric hand tools , usage of bad tools and devices.
Summing up the work of the control panel Valery Limarenko , Director of JSC NIAEP – JSC ASE pointed out : «Implementation of the schedule for 2012 is a formidable challenge. To do it, we must settle actively the matter of further increase of manpower and provide new contractors with work».

Construction of the Baltic NPP is being implemented within the Cooperation Agreement between the State Corporation Rosatom and the Government of Kalingrad Region , and the Declaration of Intent on the Baltic NPP investment project, confirmed by Rosatom and approved by the Kalningrad regional Duma.
On 25, September 2009 Chairman of the Russian Government Vladimir Putin signed a Decree on construction of Baltic Nuclear Power Station on the territory of Kalingrad Region, consisting of two units of overall capacity 2300 MW. The commission term of Unit 1 is 2016 year, Unit 2 -2018. On 25 th September 2010 Sergey Ivanov, Vice Prime Minister, and Sergey Kirienko, Head of Rosatom, took part in the official ceremony of laying the foundation stone of the power plant.. It was the kickoff for pre-construction works . In 2011 the NPP construction was licensed by Rostechnadzor. General contractor of NPP construction is NIAEP, and customer – JSC “ Concern Rosenergoatom”.

The merged company JSC NIAEP – JSC Atomstroyexport (ASE) was established in March 2012 by the resolution of the State atomic energy corporation Rosatom. Thus, NIAEP has become a holding company JSC ASE.
