The Belorussian NPP: Meeting of the Plant Unit 1&2 Construction Control Panel

On 2 nd August , 2012 the control panel in charge for the Belorussian NPP construction project (Ostrovets, Grodno Region, Republic of Belarus ) met for the fifth time. Vladimir Semashko, First Deputy Prime Minister of the Republic of Belarus chaired the meeting.
The participants of the meeting included representatives of the government of the Republic of Belarus , Directorate of the NPP construction (Customer), NIAEP-ASE (General Designer and Contractor), Belorussian subcontractors, and the Administration of the Grodno region.
Before the meeting started the participants viewed the construction site and discussed the work progress on the storage and supply facilities and the NPP construction. At the present time the foundation ditch for Unit 1 is under excavation. The bedding drainage, being at the same time a protection against the ditch bottom freezing, is ahead to be completed before 1st November 2012.
Currently 62 facilities are under construction. It is planned to commission 14 facilities in 2012 amongst which there are the General contractor's office; the Customer's headquarters office; two canteens for 160 and 500 people; gas pipeline with boiler house; heat supply network ; storm water, domestic and industrial sewers , domestic , and water supply network; a cold store ; the production base and the site fencing.
Yury Pustovoy, Deputy Director, Director of NIAEP representative office in the Republic of Belarus , reported on the construction works progress: «Presently over 200 construction machineries are working at the site. The manpower is to be 720 people in August and will have increased to 1000 by the end of the year ». Yury A. Pustovoy paid special attention to the two scheduled facilities of 2012 – the off-site water piping network and domestic wastewater sewage . Contractors were assigned with concrete tasks to commission the facilities in due time.
Besides, the issue of the Belorussian NPP project preparation progress and undergoing of state examination earlier against the approved schedule was discussed. Valery Limarenko, Head of merged company NIAEP-ASE summed up the meeting: « We have a stake in the key power facility in Belarus to be built on schedule. To accomplish the scheduled tasks 2012 it is necessary to optimize the schedule of design documentation issue and provide the contractors with work. We call over Belorussian construction and mounting entities to participate in construction of the Russian plants : Rostov and Baltic NPPs. It is a good chance for gaining necessary experience for construction of the Belorussian NPP. It is also necessary to continue logging Belorussian equipment suppliers in the unified nuclear industry electronic catalogue ».
The Belorussian NPP
On March 15 th , 2011, in Minsk , during meeting of the Council of Ministers of the Union State , cooperation agreement was signed between the Government of the Russian Federation and the Government of Belarus, concerning NPP construction in the territory of the country. According to the agreement the Russian party will accomplish «turnkey» construction. JSC Atomstroyexport will act as General Contractor, while the Directorate of NPP construction will be Customer. The Belorussian NPP will have two power units of total capacity up to 2400 (2x1200) MW to be constructed at Ostrovets site in Grodno region. For construction of the first Belorussian NPP the “AES- 2006” project was selected to be implemented. The project fully complies with IAEA international standards and recommendations. On October 11 th , 2011, contract agreement on NPP construction in Belarus was signed. The contract agreement is essentially a general agreement that defines the main mandatory provisions of the General contract on the Belorussian NPP construction.
The significant event of the recent period became the signing of Intergovernmental Agreement on loan to Belarus for NPP construction. Signed on 25 th November during the meeting of the High Council of the Union State , the agreement establishes the legal base necessary for the project financing.
On 31 st January 2012, a contract for survey works, development of basic and detailed design documentation for Belarus NPP project was signed.
On 18 th July , 2012 on the meeting sums of the Council of Ministers of the Union State in the presence of prime ministers Dmitry Medvedev and Mikhail Myasnikov the general contract on construction of Belorussian NPP was signed.
The contract was signed by Valery Limarenko ,Director of JSC NIAEP - JSC Atomstroyexport (JSC ASE), for the Russian party and Mikhail Filimonov, Director of General Board « Directorate of the NPP construction».

The merged company JSC NIAEP – JSC Atomstroyexport (ASE) was established in March 2012 by the resolution of the State atomic energy corporation Rosatom.
