Belorussian NPP: Plans for 2012 for Unit 1&2 construction will be Completed

On 12 th December 2012 the control panel charged for Belorussian NPP construction ( Ostrovets, Grodno region, Republic of Belarus ) met for the ninth time. Vladimir Semashko, First Deputy Prime Minister of the Republic of Belarus chaired the meeting.
The participants of the meeting included representatives of the government of the Republic of Belarus , Directorate of the NPP construction (Customer), the merged company NIAEP-ASE (General designer and Contractor), Belorussian subcontractors, and the Administration of the Grodno region.
The participants viewed the construction site and discussed the work progress on the storage and supply facilities and the NPP construction. In the words of Yuri Pustovoy, JSC NIAEP Director of Belorussian NPP construction, 2012 year plans for construction and assembly works scope and equipment delivery will have been 100 % completed by the end of December.
In 2012, 62 facilities have been under construction, 14 of which are to be commissioned by the end of the year: Customer's and General Contractor's buildings, two canteens- for 500 and 160 people; personnel facilities and office building- 1,2; gas pipeline with boiler house; heat supply network ; storm water, domestic and industrial sewers , in-site and off-site water supply network, a cold store and the site fencing. The next stage is internal and external building furnishing, land and access roads improvement, its completion is scheduled on July 2013.
Grouting of the bedding drainage in the ditch of the Unit 1 main buildings and structures was performed.
Currently works concrete map grouting for Unit 1 construction are being done, the completion is scheduled on February 2013. Besides, in the first half of the year it is planned to start foundation ditch excavation for Belorussian NPP Unit 2.
Totally, in 2013 full-scale works will be performed on 29 facilities of the industrial base.
Yury A . Pustovoy paid special attention to to the necessity of optimizing schedule of design documentation issue and activities license on NPP construction in accordance with the legal base of the Belarus Republic .
Valery Limarenko, Head of merged company NIAEP-ASE summed up the meeting: « We have a stake in the key power facility in Belarus to be built on schedule. The first result of our collaboration with Belorussian partners is 100% meeting of the 2012 scheduled tasks”.
The Belorussian NPP
On March 15 th , 2011, in Minsk , during meeting of the Council of Ministers of the Union State , cooperation agreement was signed between the Government of the Russian Federation and the Government of Belarus, concerning NPP construction in the territory of the country. According to the agreement the Russian party will accomplish «turnkey» construction. JSC Atomstroyexport will act as General Contractor, while the Directorate of NPP construction will be Customer. The Belorussian NPP will have two power units of total capacity up to 2400 (2x1200) MW to be constructed at Ostrovets site in Grodno region. For construction of the first Belorussian NPP the “AES- 2006” project was selected to be implemented. The project fully complies with IAEA international standards and recommendations. On October 11 th , 2011, contract agreement on NPP construction in Belarus was signed. The contract agreement is essentially a general agreement that defines the main mandatory provisions of the General contract on the Belorussian NPP construction.
The significant event of the recent period became the signing of Intergovernmental Agreement on loan to Belarus for NPP construction. Signed on 25 th November during the meeting of the High Council of the Union State , the agreement establishes the legal base necessary for the project financing.
On 31 st January 2012, a contract for survey works, development of basic and detailed design documentation for Belarus NPP project was signed.
On 18 th July , 2012 on the meeting sums of the Council of Ministers of the Union State in the presence of prime ministers Dmitry Medvedev and Mikhail Myasnikov the general contract on construction of Belorussian NPP was signed.
The contract was signed by Valery Limarenko , Director of JSC NIAEP - JSC Atomstroyexport (JSC ASE), for the Russian party and Mikhail Filimonov, Director of General Board « Directorate of the NPP construction».
