On January 10-12th, 2012, a delegation of Belorussian construction and production complex visits JSC NIAEP

Being part of 2011-2015 Cooperation Development Program between Nizhny Novgorod Oblast of Russian Federation and the Republic of Belarus, the visit was aimed at developing a strategic partnership with the construction and production complex of Republic of Belarus. During the visit, on January 10th - 11th, the Belorussian delegation was shown the innovative technologies that JSC NIAEP applies for project engineering and construction: Multi-D technology, the uniform information environment for engineering and construction, and product life cycle management. The questions of obtaining licenses for NPP construction, involvement of Belorussian companies in NPP construction and NPP construction schedules were discussed at the meeting. On January 12th the delegation continued learning about JSC NIAEP’s activities on Rostov-3&4 project construction site (Volgodonsk City, Rostov Oblast) where they had a look at the construction progress. The Rostov site was not chosen at random – it is the forefront in the industry speaking of deployment of Rosatom Production System (RPS). At the present time, five pilot RPS projects are being carried out on the site: labor safety management system, electronic document management, Multi-D field engineering, procurement management and bar coding of equipment, materials and documentation. All these projects, significantly improving the efficiency of works, were demonstrated to the Belorussian delegation.“Such visits are important for us as well as for the Belorussian delegation. NIAEP specialists showed the guests the capabilities of the Nizhny Novgorod Engineering Company, Valery Limarenko, NIAEP director and acting president of JSC Atomstroyexport, said commenting on the importance of the event. “We have demonstrated our achievements in Multi-D technology of NPP life cycle management, applied at NPP construction stage, have shown to the foreign guests the principles of Rosatom Production System, and, what is more important, we have illustrated how these components interact in one information environment.” “JSC NIAEP deserves recognition at the world level. We’ve seen a serious approach to all the stages and, the most important thing is that most advanced and modern technologies are applied here for all the works,” said Mikhail Mikhaduk, Deputy Minister of Energy of the Republic of Belarus. – “In the nearest time we plan to send our specialists to study more closely the experience of the Nizhny Novgorod company”.

Rostov NPP is a branch of JCS Concern Rosenergoatom. The plant is located on the bank of Tsimlyansk water basin at 13,5 km from Volgodonsk. Two power units with reactor type VVER-1000 of installed capacity 1000 MW, are in operation; power unit N 1 was commissioned in 2001, unit N 2 – in December 2010. Units N 3&4 are under construction. Nizhny Novgorod engineering company “Atomenergoproekt” (NIAEP, www.niaep.ru) is the general contractor. The company is part of State atomic energy corporation “Rosatom”. Belorussian NPPOn March 15th, 2011, in Minsk, during a meeting of Council of Ministers of the Union State, a cooperation agreement was signed between Government of the Russian Federation and Government of the Republic of Belarus, concerning NPP construction on the territory of Belarus. According to the agreement the Russian party will implement turnkey construction contract. JSC Atomstroyexport will act as General Contractor, Directorate of NPP construction (GU “DSAE”) will be Customer. The Contractor and the Customer shall sign an EPC contract. Belorussian NPP will have two power units of total capacity up to 2 400 (2x1200) MW to be erected on Astroviec site in Hrodna Oblast. For construction of the first plant in Belarus the “AES-2006” project, developed by SPb Atomenergoproekt, was selected. The project has enhanced safety characteristics and cost-performance ratio. Besides, the project fully complies with IAEA international standards and recommendations. On October 11th, 2011, during the visit of the Belorussian delegation to JSC ASE office in Kronshtadt, the management of JSC ASE and GU “DSAE” signed a framework agreement on NPP construction in Belarus. It is a general agreement that defines the main mandatory provisions of the General Contract on Belorussian NPP construction. Besides, this agreement established the legal base to close contracts between JSC ASE and GU “DSAE” on top priority works of the project. The landmark of the recent period is the Intergovernmental Agreement on loan to Belarus for NPP construction. Signed on 25th November during the meeting of the High Council of the Union State, the agreement establishes the legal base necessary for the project financing. In 2012 it is planned to sign a number of contracts between JSC ASE and GU “DSAE” including long-lead contracts and contracts for site preparation works to be performed prior to first concreting, as well as to sign the General Contract for NPP construction. For reference: on 7th November 2011 Valery Limarenko was appointed the interim single executive of JSC Atomstroyexport (acting president of JSC Atomstroyexport). V. Limarenko also is the Director of JSC NIAEP. Thus, the decision, taken by the State Corporation Rosatom and announced earlier, on the merger of two competencies, namely, JSC NIAEP, a leading engineering company in the Russian nuclear power industry, and JSC ASE, a Russian provider of services for constructing nuclear power facilities abroad, is being executed.
