Baltic NPP: construction control panel’s meeting, first in this year, was held on 11th January

A meeting of the construction control panel was held for the first time in this year on the Baltic plant construction site, located in the Neman Region of Kaliningrad Oblast. Representatives of JSC Concern “Rosenergoatom”, the management of JSC NIAEP, Baltic NPP and subcontractors attended the meeting. The participants discussed the progress of works, performed at each facility, and the targets for the year 2012. Summing up the results of the year 2011, Vyacheslav Makhonin, JSC NIAEP First Deputy Director – Director of Baltic Branch, emphasized in his report that the plan had been fulfilled for 102%, including the plans of the construction works – for 104 %. But the amount of works is tripled in the program for 2012. The number of builders, employed for construction, will already have to be increased from 508 to 1500 people in the first quarter of the year. He commissioned to each subcontractor to prepare the manpower schedule and to engage, at least, 3 000 people by the end of this year. “The prime task is to perform all the works with high quality and in compliance with the construction schedule”, V. Makhonin underlined. At the same time he drew the attention of the subcontractors to the need to provide the workers with all the necessary and to ensure the safe working conditions in winter. Today, 573 people are employed for construction of Baltic NPP, among whom 487 people are residents of Kaliningrad Oblast. “We have obtained all the licenses and other permits necessary for construction of power unit N 1”, said Evgeny Vlasenko, Director of Rosenergoatom Branch – Directorate of Baltic Nuclear Power Plant under Construction. He said that by the start of the active construction phase all support facilities have been prepared, necessary funds made available, and tenders have been held to place a large amount of orders for purchasing necessary equipment. Some of it has already started being delivered. New members of the team, to provide for continuous supervision at the construction site, have been approved, E. Vlasenko said. The team will include representatives of the Department for Industrial, Environmental and Nuclear Supervision for Kaliningrad Oblast and now, due to high importance of the tasks being solved, they are made directly accountable to Rostechnadzor. V. Makhonin particularly points out that according to the 2012 plan the detailed design documentation, elaborated by SPb AEP, is to be handed over, at least, one month prior to planned start of construction works. It will ensure the accurate execution of the NPP construction schedule. We would like to remind you that the Baltic NPP Project is stipulated in the Cooperation Agreement between the State Corporation “Rosatom” and the government of the Kaliningrad Oblast, as well as in Declaration of intent on Baltic NPP investment project authorized by Rosatom and approved by the Duma of the Kaliningrad Oblast. The document that launched the project was the Directive on construction of Baltic NPP two power units on the Kaliningrad Oblast territory signed by Putin, Chairman of the RF Government, on 25th September 2009. Sergey Ivanov, the Vice Prime Minister, and Sergey Kirienko, Head of Rosatom, took part in the official ceremony of laying the foundation stone of the power plant on 25th February 2010. It was the kickoff for pre-construction works. On 17th October 2011 JSC “Concern Rosenergoatom”, JSC “Northern Construction Management” and JSC Nizhny Novgorod Engineering Company “Atomenergoproekt” (JSC NIAEP) signed a trilateral agreement on changing the contractor for first-priority site preparation works, according to which JSC NIAEP is appointed as the general contractor for the above-mentioned types of works.
