Belorussian NPP-1&2 project: first meeting of the construction project control panel

The first meeting of the Belorussian NPP-1&2 construction project control panel was held on March 20th, 2012 (in the town of Astroviec in Hrodna Province, Republic of Belarus). Representatives of the government of Republic of Belarus, “Directorate of nuclear power plant construction” (NPP owner), NIAEP-ASE merged company (general designer and contractor of the plant), Belorussian subcontractors and administration of Hrodna Province attended the meeting. Valery Limarenko, NIAEP director and ASE acting director, said in his opening message that “the first meeting of the control panel is a milestone; it’s a launch of the plant construction preparatory works”. Mikhail Mikhaduk, minister of energy of Republic of Belarus, reminded of the objectives set for the participants of the construction project and of its deadlines: “It is expected to spend BYR 1 bn on construction of the nuclear plant in 2012, 10% of this sum is allocated from the budget of Republic of Belarus, while 90% come from the loans granted by Russian Federation. To cope with this task we need to allocate our efforts and capacities. Works should be done efficiently, regularly and systematically, and not just in one shift. It’s important that in May the head of the state will be visiting the construction site. In late May excavation will start for the foundation ditch for unit N 1. The planned amount of works demands early elaboration of design documents”. NIAEP top management addressed the participants of the meeting. Yury Pustovoy, deputy director on Belorussian NPP construction, reported on the objectives for the year 2012. In the current year work will be carried out on 33 facilities of the production base, including, first of all, internal and external systems (gas and water supply, drain, sewage disposal facilities, power and heating supply) and motor roads. In addition to it, two housing blocks, a canteen for 500 people, a management office and storehouses will be erected. According to the schedule, excavation of the foundation pit is to start on 31st May and it will be an important event. Long-lead and miscellaneous equipment is being procured to meet the construction deadlines. Then Yury Pustovoy spoke in detail of the principles of recruiting builders. In the 4th quarter the number of direct workers is planned to amount to 1500 people. All the works on the site are divided into civic, mechanic, electric, ventilation, anti-corrosion, fire protection, heat insulation and physical protection works. For each group of works, based on tender procedures and approval of the Customer, at least, three organizations will be selected as basic for this type of works – 1st level subcontractors. In particular, such companies as “Belenergostroy”, “Hrodnopromstroy”. Construction company N 8, “Gomelpromstroy” and other will be involved. Bidding lots are being formed to distribute the works among the companies. Gennady Tepkyan, deputy director and director of department of long-term projects, reported on the activities related to approval and preparation of priority long-lead contracts. Dmitry Shkitilev reported on the delivery time for design documents. He also informed the participants of the meeting of proposals on application of preassembled blocks of walls and floors on the construction site. Valery Limarenko wrapped up the results of the meeting: “We speak of openness and honesty in our work from the very first day. We will be working in a demonopolized environment, conceivably involving many Belorussian companies. All Belorussian companies willing to take part in constructing the plant must undergo training at current nuclear plant construction sites, for example, at Rostov NPP site. It is due to the fact that requirements in the nuclear industry are more stringent than in other industries. That’s why higher competence, responsibility and ability to meet the deadlines are required. Construction is to be completed in 2017, so we are going to fight for every month”. Belorussian NPP On March 15th, 2011, in Minsk, during a meeting of Council of Ministers of the Union State, a cooperation agreement was signed between Government of the Russian Federation and Government of the Republic of Belarus, concerning NPP construction on the territory of Belarus. According to the agreement the Russian party will implement a turnkey construction contract. JSC Atomstroyexport will act as General Contractor, while Directorate of NPP construction (GU “DSAE”) will be Customer. Belorussian NPP will have two power units of total capacity up to 2 400 (2x1200) MW to be erected on Astroviec site in Hrodna Oblast. For construction of the first plant in Belarus the “AES-2006” project was selected. The project fully complies with IAEA international standards and recommendations. On October 11th, 2011, a framework agreement on NPP construction in Belarus was signed. It is a general agreement that defines the main mandatory provisions of the General Contract on Belorussian NPP construction. The landmark of the recent period is the Intergovernmental Agreement on loan to Belarus for NPP construction. Signed on 25th November during the meeting of the High Council of the Union State, the agreement establishes the legal base necessary for the project financing. On January 31, 2012, a contract for survey works, development of basic and detailed design documentation for Belarus NPP project was signed. For reference: on 7th November 2011 Valery Limarenko was appointed the interim single executive of JSC Atomstroyexport (acting president of JSC Atomstroyexport). V. Limarenko also is the Director of JSC NIAEP. Thus, the decision, taken by the State Corporation Rosatom and announced earlier, on the merger of two competencies, namely, JSC NIAEP, a leading engineering company in the Russian nuclear power industry, and JSC ASE, a Russian provider of services for constructing nuclear power facilities abroad, is being executed.

Since 2002 a 3-D model has been applied in NPP engineering. A quality management system was introduced in the company complying with the requirements of the international standards. It was successfully certified in the TUV SUD international center.
