Baltic NPP: construction control panel’s meeting on power units №1 and 2

On 1nd March 2012 construction control panel’s meeting on Baltic NPP power units №1 and 2 was held. Representatives of JSC “Concern “Rosenergoatom” (Customer), JSC “NIAEP” (General Contractor), JSC “SPbAEP” (General Designer) and contract organizations attended the meeting presided over by the Director of JSC “NIAEP” Valery Limarenko. Prior to beginning of the meeting the participants made the round of the construction site during which several objects under construction – sewage treatment plants, header, humping plant of the second stage, building base and substations – were examined. Much prominence was given to the Nuclear Island site where the “Safety” Building base slab had already been reinforced and concreted and base slabs of the Reactor Building and the Reactor Auxiliary Building were under reinforcement. At the meeting of the construction control panel Vyacheslav Makhonin, JSC NIAEP First Deputy Director – Director of the Baltic Branch, made a report on progress of the BNPP power units-1&2 construction. Vyacheslav Makhonin informed about the solution to pass on designing of temporary buildings and constructions to JSC “NIAEP”. He familiarized the meeting participants with the approved plan and the list of check events for 2012 on both power units. It should be noted that February check event, reinforcement of the “Safety” Building base slab of the first power unit at elevation -12.00, has been successfully completed. V.M.Makhonin informed the participants that system of labour protection was implemented at the site: safety meetings, daily duties of the contract organizations’ employees at the construction site and system of violation cards were provided. Construction control panel’s sessions on safety siteworks are daily conducted. For information, today 738 employees are engaged in construction of Baltic NPP (109 engineering employees, 629 workers) among whom 488 persons are residents of Kaliningrad Oblast. The number of employees involved in construction is planned to be increased up to 800 people towards the end of the first quarter, and on the average in 2012 about 2000 persons will be engaged in siteworks. More than 300 employees are planned to be engaged in construction of the second power unit in the second quarter of the year. During the meeting requirements of the nature protection legislation and fire safety also were discussed. Summing up the results of the construction control panel’s meeting, Valery Limarenko emphasized: «This panel meeting has become one of the measures consolidating forces of all parties which are engaged in construction of the Baltic NPP. To solve the targets in view it is necessary to issue the concrete orders and tough schedules based on the results of the meeting”.

Construction of the Baltic NPP Project is stipulated in the Cooperation Agreement between the State Corporation “Rosatom” and the government of the Kaliningrad Oblast, as well as in Declaration of intent on Baltic NPP investment project authorized by Rosatom and approved by the Duma of the Kaliningrad Oblast. The document that launched the project was the Directive on construction of Baltic NPP two power units on the Kaliningrad Oblast territory signed by Putin, Chairman of the RF Government, on 25th September 2009. Sergey Ivanov, the Vice Prime Minister, and Sergey Kirienko, Head of Rosatom, took part in the official ceremony of laying the foundation stone of the power plant on 25th February 2010. It was the kickoff for pre-construction works. In 2011 Rostehnadzor licence for NPP construction was granted. JSC NIAEP is appointed as the General Contractor. The Customer is JSC “Concern “Rosenergoatom”.

A quality management system was introduced in the company complying with the requirements of the international standards. It was successfully certified in the TUV SUD international center.
