Sergey Kirienko, General Director of State Corporation Rosatom Highly Evaluated Quality and Construction Terms of Belorussian NPP

On February 1, 2013 Sergey Kirienko, General Director of State Corporation Rosatom visited Belorussian NPP (Ostrovets, Grodno region, Belarus).
The delegation included Vladimir Semashko - First Deputy Prime Minister of Belarus, Alexander Ozerets - Minister of Energy and Mikhail Mikhadyuk - Deputy Ministry of Energy represented the government of the Republic of Belorus; the Russian party was represented by Alexander Surikov - Russian ambassador in Belorus, Valery Limarenko - President of JSC NIAEP - holding company of JSC Atomstroyexport and representatives of SC Rosatom. The delegates inspected the site and work progress.
“For the Belorussian government construction of the NPP has special significance,- marked out V.Semashko.- I am satisfied with results of our collaboration with the Russian party and the NPP construction rates that are ahead of the schedule for several months. Grouting works on Unit 1 are to start on June 15 and we plan to complete them in 6 months. I am confident that construction rates on Unit 2 will also be great.”
After construction and the site inspection works on Unit 2 ditch excavation were solemnly launched.
“Launch of Unit 2 construction in February is an important event that testifies to the fact that construction of Belorussian NPP is ahead of schedule. What I have seen on the site, speaks about efficient joint work and high professionalism of the Russian and Belorussian specialists, - pointed out S.Kirienko.
On the same day in the Ministries Chamber of the Republic of Belorus convened the meeting of Sergey Kirienko, General Director of State Corporation Rosatom and Mikhail Myasnikovich, Prime Minister of the Republic of Belarus. Later, Sergey Kirienko and Alexander Ozerets, Ministry of Energy signed Agreement between the governments of Belorus and Russia on partnership in nuclear safety.
“The Belorussian NPP will be the most advanced, robust and safe in the world,- said S.Kirienko. – Preparatory works and construction of storage and supply facilities have been executed on a very high level, what is a big merit of the Belorussian contracting organizations. We are ready to collaborate with them on the other our projects in Russia and overseas.”
Mikhail Myasnikov emphasized: “Nuclear power plant is significant for our state. We systematically worked during the whole preparatory term and, undoubtedly, I am pleased that the Russian party highly evaluated our specialists. I am confident that the NPP will be constructed in time and will meet all safety requirements”.
The Belorussian NPP
On March 15th, 2011, in Minsk, during meeting of the Council of Ministers of the Union State, cooperation agreement was signed between the Government of the Russian Federation and the Government of Belarus, concerning NPP construction in the territory of the country. According to the agreement the Russian party will accomplish «turnkey» construction. JSC Atomstroyexport will act as General Contractor, while the Directorate of NPP construction will be Customer. The Belorussian NPP will have two power units of total capacity up to 2400 (2x1200) MW to be constructed at Ostrovets site in Grodno region. For construction of the first Belorussian NPP the “AES-2006” project was selected to be implemented. The project fully complies with IAEA international standards and recommendations. On October 11th, 2011, contract agreement on NPP construction in Belarus was signed. The contract agreement is essentially a general agreement that defines the main mandatory provisions of the General contract on the Belorussian NPP construction.
The significant event of the recent period became the signing of Intergovernmental Agreement on loan to Belarus for NPP construction. Signed on 25th November during the meeting of the High Council of the Union State, the agreement establishes the legal base necessary for the project financing.
On 31st January 2012, a contract for survey works, development of basic and detailed design documentation for Belarus NPP project was signed.
On 18th July, 2012 on the meeting sums of the Council of Ministers of the Union State in the presence of prime ministers Dmitry Medvedev and Mikhail Myasnikov the general contract on construction of Belorussian NPP was signed.
The contract was signed by Valery Limarenko , Director of JSC NIAEP - JSC Atomstroyexport (JSC ASE), for the Russian party and Mikhail Filimonov, Director of General Board « Directorate of the NPP construction».
