Delegation of the People’s Republic of Bangladesh has made a working visit to Belarus NPP construction site

The visit of the Bangladesh delegation was held from November 12-14 of 2013. The purpose of the visit was acquaintance with the results of the preparatory period construction and installation works at Belarus NPP construction site, and holding negotiations on the contract agreement for high-priority construction and installation works performance up to the “first concrete” at Ruppur NPP site (contract No.3).
The Bangladesh delegation headed by the Extraordinary and Plenipotentiary Ambassador of the Republic of Bangladesh in Russia, Seifula Hock, also included the representatives of the Atomic Energy Commission, the Ministry of Science and Technology, as well as members of the expert society of Bangladesh .
The party of JSC NIAEP-JSC ASE – the general contractor of Belarus NPP and Ruppur NPP projects was represented by the Vice-president on the projects in South Asia of JSC NIAEP, Andrey Lebedev, the director of Belarus NPP construction – director of JSC NIAEP representation office, Yury Pustovoy, and other representatives of the company.
As the head of division on perspective projects in India and Bangladesh of JSC NIAEP MB, Aleksander Zaharov, well-acquainted with Bangladesh specialists, mentioned, the delegation was represented by technically competent specialists many of which have been working for many years for American energy companies and research reactor in Dakka.
The Bangladesh party was familiarized with construction and installation base, infrastructure facilities and works progress regarding Units 1 and 2 pits preparation of Belarus NPP site.
Representatives of the Bangladesh delegation thanked the Belarus party and NIAEP JSC management for hospitality and the visit arrangement and expressed their assurance that familiarization with works progress on Belarus site would help to evaluate the typical nature and the scope of preparatory works and solve main technical issues on contract No.3 preparation.
Having a tour on the site, the director of Belarus NPP construction – director of the representation office, Yury Pustovoy, underlined that the construction started in April 15, 2012 and for the period of 15 months the construction and installation base has been completely erected and preparatory works on Units 1 and 2 sites have been performed.
During the presentation prepared by the Russian party, the Bangladesh delegation was acquainted with conceptual layout scheme of Belarus NPP construction and installation base and the facilities purpose.
Russian specialists also answered to the questions of the Bangladesh delegation regarding the preliminary layout scheme of similar facilities at Ruppur NPP site.
The Vice-president on projects in South Asia of NIAEP JSC, Andrey Lebedev, also underlined that Ruppur NPP would be constructed in compliance with the most up-to-date Russian technologies.
«We shall provide for the newest and the most safe NPP construction, which will comply with all international safety standards as well as post-Fukusima requirements of advanced safety and will operate in reliable and efficient way in any climatic conditions» – Andrey Lebedev noticed.
The Vice-president on projects in South Asia of NIAEP JSC also added that the decision on the project selection for the first NPP in Bangladesh would be made at the stage of the General Contract preparation.

The basis of collaboration with the People's Republic of Bangladesh is the Agreement between the Government of Russian Federation and the Government of the People's Republic of Bangladesh on cooperation in the field of peaceful use of atomic energy signed on 21 May 2010.
On 2 November 2011, Russia and Bangladesh concluded the Intergovernmental Agreement on cooperation concerning construction of the NPP in Bangladesh.
On 15 January 2013 , the Agreement on provision of credit to finance the preparatory stage of construction of the Ruppur NPP was signed in the framework of the visit of the Prime Minister of the People's Republic of Bangladesh Sheikh Hasina to Russia.
On 27 June 2013, a contract on development of the documents justifying the investments in construction (JOI) and environmental impact assessment (EIA) for Ruppur NPP site (People's Republic of Bangladesh) was signed between NIAEP –ASE and the Bangladesh Atomic Energy Commission. The concluded contract also provides for carrying out necessary engineering surveys and environmental investigations related to the project of construction of the first nuclear power plant in Bangladesh. The contract was signed by Valery Limarenko, the President of NIAEP JSC, the managing company Atomstroyexport, and Abu Sayeed Mohammed Firoz, the Chairman of the Bangladesh Atomic Energy Commission.
On 2 October 2013 on the day of the construction site opening the second contract of the preparatory period was signed – for Ruppur NPP technical design elaboration .
Ruppur NPP site is located on the east coast of Gang river (kno wn as Padva river in Bangladesh) in Ruppur settlement near Paksi in Pabna district at the distance of about 160km to the north-west from Dakka, the capital of Bangladesh .
