On 15 April roundtable discussions “Global partnerships as a condition for sustainable development” were held at ATOMEXPO 2019 International Forum. They were arranged by ASE (Rosatom State Corporation Engineering Division) and Rosatom Branch Center of Capital Construction (BCCC) jointly with the National Association of Consultant Engineers in Construction (NACES).
Participants of the discussions — the experts in the field of sustainable development, representatives of engineering companies having experience in implementation of complex capital projects — have discussed readiness of global companies of the world nuclear energy to work in the logic of creation of partner schemes in the projects abroad forming up the international network of partners and local suppliers for assurance of sustainable development goals.
In particular, international experience and possibilities for Rosatom to apply new FIDIC, FAC-1 contract forms were discussed. The more detailed information about FIDIC contract forms and regarding FAC-1 application for contracting of the alliance form for implementation of huge infrastructure projects was presented in the report submitted by Andrey Artyushenko, Managing Partner of “Artyushenko & Partners” and co-legislator of “International Construction Law”.
The readiness of nuclear industry companies for implementation of digital technologies and their interest in the partner network extension were discussed as well.
Tunis Moktar Hamdi, General Director of the National Center for Nuclear Science and Technologies, told about promising challenges to cooperation in the nuclear energy field in the Middle East and in North Africa.
Natalia Zaitseva, Head of business sustainable development laboratory of Moscow School of Business Management “SKOLKOVO”, dwelt on the efficiency of sustainable development for capital construction in her speech as well as on cooperation in the supply chain.
Syn-Yol Lim, Vice President for Global Strategy in KHNP, told about the Korean work experience in sustainable development as well as about the types of the contracts to be applied. Yang Ye Yong, researcher of KEPCO E&C Company, shared his experience in establishment of alliances with foreign partners using the example of implementation of projects with Korean companies.
Alan Russin, Director for International Business Development of Vinci Company (France), told about the consortium of contractors for NPP construction in Egypt in his practical report.
Speaking about the contract strategy as the instrument for sustainable development Andrey Medvedev, Vice President for Procurements and Supplies of JSC ASE EC mentioned: “Selection of the contract strategy at the early stage of the project implementation will provide integrated planning of the entire life cycle for NPP construction. It will afford an opportunity to synchronize the processes of the design and estimate documentation development with the tasks of carrying out of procurement procedures in due time, create conditions for early placement of an order for the equipment and process materials, scheduled commencement and completion of construction and erection works, ensure accurate control of risks of changes in cost and deadlines for NPP construction.
Such approach to implementation of construction projects will allow to achieve sustainable development of Russian nuclear industry in the international markets and create competitive advantages in the course of implementation of existing contracts and signing of new ones for NPP construction”.
Grigory Sosnin, Vice President — Director of the Project for El Dabaa NPP construction of JSC ASE EC, presented the more detailed information about the standard contract strategy of nuclear power plants construction abroad using the example of the NPP construction in Egypt. In the opinion of the participants of the roundtable discussions, the up-to-date trends for establishment of alliances and consortiums for implementation of mega-projects in construction contribute to stable economic growth and full employment of the population, foster the developed infrastructure, contribute to development of the stable industrialization and innovations.
