Works on physical protection system of Belarus NPP have been completed successfully

Works on physical protection system (PPS) of Belarus NPP (its General Contractor and General Designer being Rosatom State Corporation Engineering Division) were completed on 5 December 2021 with entry of troops of the Ministry of Internal Affairs of the Republic of Belarus on duty to guard the facilities of Unit 2 start-up complex (transfer of Unit 1 under the guard of troops of the Ministry of Internal Affairs of the Republic of Belarus took place in 2020).
Transfer of the entire territory of Belarus NPP under control of Belarus military is an evidence of fulfillment of all terms and conditions of the state contract for nuclear power units construction as regards physical protection thereof by the General Contractor for construction. The certificate of Belarus NPP physical protection system compliance with all requirements of regulatory legal documents was signed by the intergovernmental commission on 26 November 2021.
“Intergovernmental commission’s certificate and acceptance of Unit 2 under guard of internal troops is an evidence that all works on construction of physical protection system engineered features of Belarus NPP have been completed successfully”, explained Evgeny Lukyanchikov, ASE JSC Deputy Director for Safety of Belarus NPP Construction Project. “The works envisaged design and construction of physical protection system engineered features, including supply of equipment and materials for furnishing thereof, as well as establishment of all infrastructure, ensuring fulfillment of obligations by the physical protection staff”.
Implementation of project on establishment of PPS for Belarus NPP started in November 2015. About 1,500 specialists from Russian and Belorussian contracting companies were involved in the project. Overall, 14 specialized buildings and structures have been built, over 1,500 km of utilities have been laid, more than 40 thousand of equipment units have been installed and handed over for operation, including complexes of specialized systems and equipment in 26 nuclear island buildings.
Belarus NPP having two VVER-1200 reactors with the total capacity of 2,400 MW is being constructed in Ostrovets (the Republic of Belarus). The Russian design of III+ generation was chosen for the first nuclear power plant in Belarus, which fully complies with international safety standards and recommendations of the International Atomic Energy Agency (IAEA). Unit 1 of Belarus NPP was accepted for commercial operation on 10 June 2021. It became the first nuclear power facility of the latest III+ generation, built abroad using the Russian technologies.

Physical protection system includes physical protection engineered features, physical protection staff and a set of organizational measures. PPS is a part of unified system of organizational and technical measures, ensuring safety of nuclear power facilities operation.
Physical protection system engineered features (PPSEF) is the entirety of engineering and technical facilities designed to ensure physical protection of the NPP.
