Delegation of Nuclear Power Plants Authority of Egypt familiarized itself with operational dispatching control of North West United Power System

A delegation of Nuclear Power Plants Authority (NPPA) of the Arab Republic of Egypt visited the dispatching center of North West Branch of System Operator of Unified Power System UDD, on December 21.

The visit was organized within the framework of construction of the nuclear power plant in the Republic, which is implemented by Atomstroyexport, Joint-Stock Company (Rosatom Engineering Division) under the Russian design VVER-1200 of generation 3+. The guests reviewed the system of operational dispatching control of United Power System of North West, which includes one of the largest nuclear power plants of Russia - Leningrad NPP selected by the Egyptian Party as the reference power plant.

In the course of the excursion to the UDD dispatching center of North West, Mr. Evgeny Sirotenko, Deputy General Director of UDD of North West, told the colleagues about the history, development and specific features of operational and dispatching control in Russia, the role of the System Operator in the functioning and development of the national energy system. Special attention was paid to the role of Leningrad NPP in the United Power System of North West and the special features of interaction during control orders.

 The Egyptian colleagues also received information about the activities of the System Operator for ensuring synchronous work of the Unified Power System of Russia with the power systems of foreign countries, in particular, the technical, regulatory and contractual principles of joint work.

In the course of the visit, on December 22, the Egyptian Delegation visited St. Petersburg branch of Atomenergoproekt JSC - St. Petersburg Design Institute (Rosatom Engineering Division) and familiarized itself with the operation of the Russian high tech platform - Virtual NPP power unit used for calculations and justifications of all the technical solutions of the future NPP.

“For many years, Rosatom has been developing its own information products which apply purely Russian components and uses them during the designing of NPPs in the whole world. The high tech development created by St. Petersburg engineers makes it possible to perform calculations and bring each design in compliance with   the requirements and the standards of regulatory authorities of different countries and IAEA recommendations “, - said Alexander Korchagin, Senior Vice President of ASE JSC for NPP Project Management.

Dmitry Nikolin, representative of Atomstroyexport delegation, pointed out that the experience of the System Operator will be used during the construction and commissioning of El-Dabaa NPP.

Information on El Dabaa NPP Project

El Dabaa NPP is the first nuclear power plant in Egypt which will be built in the city of El Dabaa, Matrouh province, on the Mediterranean coast, approximately 300 km North-West of Cairo. The NPP will consist of four power units, 1200 MW each, with VVER-1200 reactors (pressurized water reactor) of III+ generation. This is the newest generation technology which has references and is already operating successfully. There are four operational power units of this generation: two reactors at Novovoronezh NPP and two - at Leningrad NPP. Outside Russia, one power unit of Belarus NPP with VVER-1200 reactor was connected to the grid in November 2020.
The NPP is being constructed in accordance with the package of contracts which entered into force on December 11, 2017. In accordance with the contractual obligations, the Russian party will not only construct the power plant but will also supply nuclear fuel for the whole life cycle of the NPP and will provide assistance to the Egyptian partners in training of the personnel and support of operation and service during the first 10 years of its operation. Under a separate agreement, the Russian party will build a special storage and will supply containers for storing spent nuclear fuel.

Information on Branch Office of Unified Power System Operator of North West UDD

Branch Office of System Operator “United Dispatching Division of North West Power System” controls the modes of eight power systems of the United Power System of North West located in the territory of nine constituent entities of the Russian Federation: St. Petersburg City, Murmansk, Kaliningrad, Leningrad, Novgorod, Pskov and Arkhangelsk regions, Karelia and Komi republics,

The modes of operation of the power systems of North-West are controlled by seven branches of the Unified Power System Operator regional dispatching divisions: Arkhangelsk, Baltic, Karelia, Kola, Komi, Leningrad, Novgorod, the operational zones of the Leningrad RDD include the power system of St. Petersburg and the Leningrad region, Novgorod - the power systems of the Novgorod and Pskov regions.

The area of the territory of the operational zone of North-West UDD is 1544.4 thousand square kilometers, with 12.7 million people who live there.

The electric power complex of the United Power Systems of North-West is formed by 140 power plants (including 117 power plants with an installed capacity of 5 MW and more) with a total installed capacity of more than 24.7 thousand MW, 1 169 110-750 kV electrical substations and 1 598 110-750 kV transmission lines with a total length of about 47.9 thousand km in single-circuit overhead lines (all data are given as of 01.01.2022).
